[우리문화신문=이상훈 전 수원대 교수]  우리나라에서 1904년 기상 관측을 시작한 이후 최강의 불볕더위로 올여름에는 전 국민이 고통받았다. 미국과 유럽에 사는 시민들 역시 불볕더위와 산불 그리고 가뭄으로 고통받았다. 지구가 뜨거워져서 나타난 기후 위기가 환경학자들의 과장 경고가 아니라는 것을 지구촌 주민들이 실감했다. 지구온난화는 먼 나라 이야기가 아니고 나의 일상생활에 직접 영향을 주는 심각한 문제다. 기후 위기 시대에 나는 어떻게 행동해야 하나?

 

“정치에 참여하는 만큼, 내 삶이 달라진다”라는 말이 있다. 정치의 중요성을 일깨우는 말이다. 내가 사는 세상을 바꾸고 싶다면 정치에 관심을 가져야 한다. 내 삶을 바꾸려면 적극적으로 정치에 참여해야 한다. 일반인이 정치에 참여하는 가장 확실한 방법은 정당에 가입하고 투표를 하는 행동이다.

 

기존의 정당은 민주와 독재라는 기준, 또는 진보와 보수라는 기준으로 나눌 수가 있다. 기존의 기준으로 분류할 수 없는 새로운 정당이 나타났다. 녹색당은 환경 보호와 생태주의를 내세우는 새로운 정당이다. 자연의 색깔이 녹색이다. 녹색은 환경 보호를 의미한다. 기후 위기 극복을 핵심 목표로 내세운 새로운 정당이 녹색당이다.

 

정치 세력으로서 녹색당은 독일에서 본격적으로 등장하였다. 1980년 1월 독일 남서부에 있는 카를스루에 시민회관에서 녹색당은 창당대회를 열고 정치 무대에 등장했다. 창당 당시 당원 수는 2만 명으로 출발하였다. 1986년에 일어난 (옛)소련 체르노빌 원전 사고 이후 녹색당에 가입하는 시민들이 늘어났다.

 

1998년에는 독일 녹색당 당원 수가 5만 2천 명으로 늘어났고, 연방의회 선거에서 녹색당은 47석을 얻어 3위를 차지하였다. 전체 의석 669석의 과반수를 차지하지 못한 독일사회민주당(298석)은 녹색당과 손잡고 연립정부를 수립하였다. 녹색당의 정강 가운데서 탈원전, 재생에너지 확대 등이 연립정부의 정책으로 채택되었다. 2011년 일본 후쿠시마 원전 사고 이후 녹색당의 지지율이 크게 상승하였다.

 

2021년 독일 연방의회 선거에서 녹색당은 역대 최고의 득표율(14.8%)을 기록하며 3위(118석)를 차지하였다. 과반수를 차지하지 못한 제1당인 사회민주당은 녹색당(3위)과 자유민주당(4위)과 손을 잡고 연립정부를 수립하였다. 녹색당의 기후와 환경 관련 정강이 새 정부의 정책으로 많이 채택되었다. 특기할 만한 사항은 연립정부에서 ‘경제ㆍ기후보호부’가 신설되었다는 점이다.

 

독일의 경제ㆍ기후보호부는 기후 위기를 환경문제가 아니라 경제 구조 개편의 핵심과제로 다룬다. 경제ㆍ기후보호부 장관은 부총리를 겸임하는데, 경제 성장과 기후위기 극복을 동시에 추구하는 독특한 부처다. 우리나라 정부 조직과 견주면, 경제발전을 담당하는 재정경제부와 환경보호를 담당하는 환경부를 합친 격이라고 보면 된다.

 

녹색당이 연립정부에 참여하게 되자 독일은 지구촌의 기후 위기를 극복하는 데 필요한 탄소 중립 목표를 세계에서 가장 빨리 달성하는 시간표를 제시하였다. 우리나라를 포함하여 대부분의 선진 국가가 탄소 중립을 2050년까지 달성하겠다고 선언하였다. 그러나 독일은 다른 나라들보다 5년이나 빠른 2045년까지 탄소 중립을 달성하겠다고 선언하였다.

 

2025년 기준 독일 녹색당 당원 수는 16만 6천 명으로 독일에서 3번째로 큰 정당으로 간주된다. 녹색당의 영향으로 독일 정부는 원자력 발전소를 2023년까지 모두 폐쇄하였다. 또한 2022년에는 재생에너지법을 개정하여 2030년까지 전력의 80%를, 2035년에는 전력 100%를 재생에너지로 공급하겠다는 야심찬 계획을 수립하였다. 국민이 녹색당을 많이 지지한 결과 독일은 지구촌에서 가장 친환경적인 국가가 되었다.

 

미국의 트럼프 대통령은 2025년 9월 뉴욕에서 열린 유엔총회 기조연설에서 “기후 변화는 세계 곳곳에 자행된 최대의 사기극”이라고 말했다. 국제사회는 트럼프의 주장을 과학적으로 근거가 없고 국제간의 기후 협력을 훼손하는 발언으로 깎아내렸다. 트럼프는 전 세계 195개 나라가 인준한 파리기후변화협약에서 두 차례나 탈퇴하였다. 세계 제2위의 온실가스 배출 국가인 미국은 트럼프가 재집권한 이후 기후위기를 부정하고 자국의 경제 이익만을 추구한다는 국제사회의 비난을 받고 있다.

 

정치 세력으로서 미국의 녹색당은 2001년에 전국 정당으로 창당되었다. 2025년 현재 녹색당 당원 수는 26만 1천 명으로 조사되었다. 미국 녹색당은 견고한 양당제(공화당과 민주당) 탓에 연방의회(상원과 하원)에서 의석을 차지한 적이 없다. 다만 민주당 집권 때 환경 규제 강화, 기후 위기 대응 등을 요구하는 부분적인 역할을 수행하고 있을 뿐이다. 2025년 현재 미국 50개 주의 주의회 의원 가운데서 녹색당 소속 의원은 5명으로 조사되었다.

 

일본의 녹색당은 2011년 후쿠시마 원전 사고 직후인 2012년에 창당되었다. 당원 수 약 1,000명으로 시작된 일본 녹색당은 탈핵을 가장 중요한 정강으로 채택하였다. 일본 정치계의 확고한 양당제와 높은 출마 공탁금 등의 제약으로 녹색당은 국회의원이 없는 소규모 정당으로 머물러 있다. 2025년 현재 녹색당의 추천을 받아 당선된 지방의회 의원은 70여 명이며 이들이 일본 곳곳에서 활동 중이다.

 

2026년 6월 현재 일본의 녹색당원 수는 664명으로 창당 때보다 줄어들었다. 후쿠시마 원전 사고라는 엄청난 재앙을 겪었음에도 녹색당을 지지하는 국민이 예상 밖으로 많지 않다. 정권에 순응하는 일본 국민의 특성으로 볼 수 있겠다.

 

우리나라에서는 환경운동이 활발한 편이다. 1981년에 한국공해문제연구소 설립을 계기로 환경운동이 태동하였다. 1987년 민주화 이후 시민단체가 급증하면서 환경운동도 함께 확산했다. 1991년 낙동강 페놀 방류 사건 등 대형 환경 오염 사건을 계기로 다양한 환경단체가 결성되어 전국적 시민운동으로 발전하였다. 환경운동연합(회원 수 3만 명) 녹색연합(회원수 2만 명) 등 풀뿌리 환경운동은 매우 활발한데도 입법을 목표로 하는 정치세력으로 전환하지는 못하였다.

 

우리나라의 녹색당은 2012년 3월에 4,000명의 당원을 확보하여 창당되었다. 녹색당의 정강을 살펴보면, 민주당이나 정의당과 달리 ‘기후위기 대응’과 ‘탈핵’을 핵심 목표로 제시하고 있다. 2024년 기준으로 녹색당 당원 수는 약 8,100명 수준이며 군소정당에 머물고 있다. 녹색당은 창당 이후 14년 동안 국회의원은 물론 지방 공직선거에서 한 명의 당선자도 내지 못하였다. 그러다가 2026년 6.3 지방선거에서 이변이 일어났다.

 

허승규(1989년 생)는 보수의 고장인 안동에서 출생하였다. 그는 초ㆍ중ㆍ고를 안동에서 마치고 대학은 서울로 진학하였다. 그는 대학에 다니다가 풀뿌리 주민 활동의 중요성을 깨달았다. 그는 2015년에 녹색당에 가입한 뒤 2016년에 고향으로 내려와 지역 활동을 시작하였다. 2018년에 안동시 시의원으로 도전하였으나 실패하였다.

 

그는 안동을 떠나지 않고 주민자치회, 지역사회보장협의체, 마을복지추진단, 자율방범대, 산불피해주민대책위 활동 등을 하며 현장을 지켰다. 그는 2022년에 시의원으로 재차 도전하였으나 실패하였다. 시의원 선거에서 떨어진 뒤에도 그는 꾸준히 지역 활동을 계속하였다. 세 번째 도전인 2026년 6.3 지방선거에서 그는 안동시 시의원으로 당선되었다. 그는 녹색당 창당 14년 만에 첫 공직선거 당선자라는 영예를 안게 되었다.

 

 

그의 시의원 당선 소식은 여의도 정치권에서 화제가 되었다. 집권 여당인 민주당도 뚫지 못한 대구ㆍ경북에서 녹색당이라는 작은 정당 소속의 젊은 정치인이 당선되었기 때문이다. 시장이나 국회의원은 익숙한 정당을 뽑되, 지역 일꾼인 기초의원은 당과 상관없이 지역에 밀착한 인물을 뽑는 유권자들의 교차 투표 심리가 크게 작용한 것으로 보인다.

 

녹색당에서는 허승규의 당선이 거대 양당 중심의 정치 독점에 균열을 내고, 지방 정치에서 풀뿌리 민주주의가 통할 수 있음을 입증했다고 평가하였다. 허승규는 “장기적으로 지속할 수 있는 녹색도시 안동을 만들고 싶다”라면서 “기후위기 시대, 녹색 지방정부의 길을 경북 안동에서부터 열어가겠다”라고 강조했다.

 

다음 선거에서는 환경 선진국인 독일처럼 녹색당에 힘을 실어 주는 유권자가 많아지기를 기대한다. 노무현 대통령이 지적했듯이 “깨어 있는 시민의 조직된 힘”이 나의 삶을 바꾸고 세상을 바꿀 수 있다. 다음 선거에서는 녹색당 지방의회 의원은 물론 녹색당 국회의원이 많이 나오기를 기대해 본다.

This summer, citizens across South Korea suffered from the most intense heatwave since weather observations began in 1904. People living in the United States and Europe also faced hardships due to extreme heat, wildfires, and droughts. People around the globe have realized that the climate crisis caused by global warming is not an exaggerated warning from environmental scientists. Global warming is not a story of a distant country; it is a serious issue that directly affects our daily lives. How should I act in this era of climate crisis?

 

There is a saying, "Your life changes as much as you participate in politics." This highlights the importance of politics. If you want to change the world you live in, you must pay attention to politics. To change your life, you need to actively participate in politics. The most definitive way for ordinary citizens to participate in politics is to join a political party and vote.“

 

Traditional political parties can be divided by the criteria of democracy versus dictatorship, or progressive versus conservative. However, a new political party that cannot be classified by these traditional standards has emerged. The Green Party is a new political party that advocates for environmental protection and ecologism. The color of nature is green. Green signifies environmental protection. The Green Party is a new political party that sets overcoming the climate crisis as its core objective.

 

As a political force, the Green Party made its official appearance in Germany. In January 1980, the Green Party held its founding convention at the Karlsruhe Civic Center in southwestern Germany and entered the political stage. At the time of its founding, the party started with 20,000 members. Following the Chernobyl nuclear power plant accident in the (former) Soviet Union in 1986, the number of citizens joining the Green Party increased.

 

In 1998, the number of German Green Party members grew to 52,000, and the party won 47 seats in the federal parliamentary election, ranking third. The Social Democratic Party of Germany (298 seats), which failed to win a majority of the total 669 seats, formed a coalition government by joining hands with the Green Party. Among the Green Party's platforms, policies such as phasing out nuclear power and expanding renewable energy were adopted as policies of the coalition government. Following the Fukushima nuclear accident in Japan in 2011, support for the Green Party rose significantly.

 

In the 2021 German federal parliamentary election, the Green Party recorded its highest-ever vote share (14.8%), taking third place with 118 seats. The Social Democratic Party, the largest party that fell short of a majority, formed a coalition government by joining hands with the Green Party (3rd) and the Free Democratic Party (4th). Many of the Green Party's climate and environmental platforms were adopted as policies for the new government. A particularly notable development was the establishment of the 'Ministry for Economic Affairs and Climate Action' within the coalition government.

 

Germany's Ministry for Economic Affairs and Climate Action approaches the climate crisis not merely as an environmental issue, but as a core task for restructuring the economic system. The Minister for Economic Affairs and Climate Action also serves concurrently as the Vice Chancellor, making it a unique ministry that simultaneously pursues economic growth and overcomes the climate crisis. Compared to the South Korean government structure, it is equivalent to combining the Ministry of Finance and Economy, which handles economic development, with the Ministry of Environment, which handles environmental protection.

When the Green Party joined the coalition government, Germany presented a timetable to achieve its carbon neutrality goal faster than any other country in the world to overcome the global climate crisis. Most developed nations, including South Korea, have declared their intention to achieve carbon neutrality by 2050. However, Germany declared that it would achieve carbon neutrality by 2045, which is five years faster than other countries.

 

As of 2025, the German Green Party has 166,000 members and is considered the third-largest political party in Germany. Under the influence of the Green Party, the German government completely shut down all nuclear power plants by 2023. Furthermore, by amending the Renewable Energy Sources Act in 2022, they established an ambitious plan to supply 80% of electricity from renewable energy by 2030 and 100% by 2035. As a result of strong public support for the Green Party, Germany has become the most eco-friendly country in the world.

 

In September 2025, U.S. President Trump said in his keynote speech at the UN General Assembly in New York, "Climate change is the greatest hoax perpetrated on the world". The international community dismissed Trump's claims as scientifically groundless remarks that undermine international climate cooperation. Trump withdrew twice from the Paris Climate Agreement, which was ratified by 195 countries worldwide. The United States, the world's second-largest emitter of greenhouse gases, has faced criticism from the international community for denying the climate crisis and pursuing only its own economic interests since Trump took office again.

 

As a political force, the U.S. Green Party was founded as a national party in 2001. As of 2025, the number of Green Party members was surveyed to be 261,000. Due to the entrenched two-party system (Republican and Democratic) in the United States, the Green Party has never won a seat in the federal Congress (Senate and House of Representatives). It merely plays a partial role by demanding stronger environmental regulations and responses to the climate crisis during Democratic administrations. As of 2025, only 5 out of the state legislators across all 50 U.S. states were found to belong to the Green Party.

 

The Green Party of Japan was founded in 2012, right after the 2011 Fukushima nuclear accident. Starting with about 1,000 members, the Japanese Green Party adopted denuclearization as its most important platform. Due to constraints such as the rigid two-party system in Japanese politics and high election deposit fees, the Green Party remains a small-scale party without any members of parliament. As of 2025, around 70 local council members elected with the recommendation of the Green Party are active throughout Japan.

 

As of June 2026, the number of Japanese Green Party members stood at 664, which is fewer than when the party was founded. Despite experiencing the massive disaster of the Fukushima nuclear accident, the number of citizens supporting the Green Party is unexpectedly small. This can be viewed as a characteristic of Japanese citizens who tend to conform to the government.

 

In South Korea, environmental movements are relatively active. The environmental movement was born with the establishment of the Korea Anti-Pollution Research Institute in 1981. Following democratization in 1987, civil society organizations spiked, and the environmental movement expanded alongside them. Triggered by major environmental pollution incidents such as the 1991 Nakdong River Phenol Spill Incident, various environmental groups were formed, developing into a nationwide civic movement. Although grassroots environmental movements like the Korea Federation for Environmental Movements (30,000 members) and Green Korea United (20,000 members) are highly active, they failed to transition into a political force aimed at legislation.

 

The Green Party of Korea was founded in March 2012 after securing 4,000 members. Looking at the platform of the Green Party, unlike the Democratic Party or the Justice Party, it presents 'responding to the climate crisis' and 'denuclearization' as its core objectives. As of 2024, the number of Green Party members is around 8,100, and it remains a minor political party. For 14 years since its founding, the Green Party failed to produce a single elected official in local public elections, let alone a member of the National Assembly.

 

Then, an upset occurred in the June 3 local elections in 2026. Heo Seung-gyu (born in 1989) was born in Andong, a stronghold of conservatism. He completed his elementary, middle, and high school education in Andong and moved to Seoul for university. While attending university, he realized the importance of grassroots community activities. He joined the Green Party in 2015 and returned to his hometown in 2016 to begin local activities. He ran for Andong City Council in 2018 but failed.

 

Without leaving Andong, he stayed on the ground, participating in activities such as the residents' autonomy council, the local social security council, the village welfare promotion team, the voluntary neighborhood watch, and the residents' committee for wildfire damage. He ran for the city council again in 2022 but failed. Even after losing the city council election, he steadily continued his local activities. In his third attempt, during the June 3 local elections in 2026, he was finally elected to the Andong City Council. He earned the honor of becoming the first elected official in a public election in the 14-year history of the Green Party.

 

 

The news of his election to the city council became a hot topic in the political circles of Yeouido. This was because a young politician from a minor party like the Green Party was elected in the Daegu-Gyeongbuk region, an area that even the ruling Democratic Party could not breach. It appears that the split-voting psychology of voters played a significant role; they voted for familiar parties for positions like mayor or National Assembly members, but chose local workers for local councils based on their close alignment with the community, regardless of their party affiliation.

 

The Green Party evaluated that Heo's election created a crack in the political monopoly centered around the two major parties and proved that grassroots democracy can work in local politics. Heo Seung-gyu emphasized, "I want to make Andong a sustainable, green city," adding, "I will open the path to a green local government in the era of climate crisis, starting right here in Andong, Gyeongbuk".

 

In the next election, I hope there will be more voters who empower the Green Party, just like in Germany, an environmentally advanced nation. As President Roh Moo-hyun pointed out, "The organized power of awakened citizens" can change my life and change the world. In the next election, I look forward to seeing many Green Party local council members as well as many Green Party members of the National Assembly.

韓国で1904年に気象観測を開始して以来、最強の猛暑に見舞われ、今年の夏は全国民が苦しんだ。米国や欧州に住む市民もまた、猛暑や山火事、そして干ばつに苦しんだ。地球が温暖化することによって現れた気候危機が、環境学者たちの誇張された警告ではないということを、地球村の住民たちが実感した。地球温暖化は遠い国の話ではなく、私の日常生活に直接影響を与える深刻な問題だ。気候危機の時代に、私はどのように行動すべきなのだろうか。

 

「政治に参加する分だけ、自分の暮らしが変わる」という言葉がある。政治の重要性を呼びかける言葉だ。自分が暮らす世界を変えたいのであれば、政治に関心を持たなければならない。自分の暮らしを変えるには、積極的に政治に参加しなければならない。一般人が政治に参加する最も確実な方法は、政党に加入して投票をすることだ。

 

既存の政党は民主と独裁という基準、または進歩と保守という基準で分けることができる。既存の基準では分類できない新しい政党が現れた。緑の党は、環境保護と生態主義を掲げる新しい政党だ。自然の色が緑である。緑は環境保護を意味する。気候危機の克服を核心目標に掲げた新しい政党が緑の党だ。

 

政治勢力としての緑の党は、ドイツで本格的に登場した。1980年1月、ドイツ南西部に位置するカールスルーエ市民会館で緑の党は結党大会を開き、政治の舞台に登場した。結党当時、党員数は2万人で出発した。1986年に起きた(旧)ソ連のチェルノブイリ原発事故以降、緑の党に加入する市民が増えていった。

緑の党が連立政権に参加することになると、ドイツは地球村の気候危機を克服するために必要なカーボンニュートラルの目標を、世界で最も早く達成する時間割を提示した。韓国を含む大半の先進国が、カーボンニュートラルを2050年までに達成すると宣言した。しかし、ドイツは他国よりも5年も早い2045年までにカーボンニュートラルを達成すると宣言した。

韓国では環境運動が活発な方だ。1981年に韓国公害問題研究所が設立されたことを契機に、環境運動が胎動した。1987年の民主化以降、市民団体が急増するとともに環境運動も拡散した。1991年の洛東江フェノール放流事件など、大型の環境汚染事件を契機に様々な環境団体が結成され、全国的な市民運動へと発展した。環境運動連合(会員数3万人)、緑色連合(会員数2万人)など、草の根の環境運動は非常に活発であるにもかかわらず、立法を目標とする政治勢力へと転換することはできなかった。

 

韓国の緑の党は、2012年3月に4,000人の党員を確保して結党された。緑の党の綱領を見てみると、民主党や正義党とは異なり、「気候危機への対応」と「脱原発」を核心目標として提示している。2024年基準で、緑の党の党員数は約8,100人の水準であり、群小政党にとどまっている。緑の党は結党以降14年間、国会議員はもちろん、地方の公職選挙において一人の当選者も出すことができなかった。

 

そうした中、2026年6月3日の地方選挙で異変が起きた。許承奎(ホ・スンギュ、1989年生まれ)は、保守の本場である安東で生まれた。彼は地元の小・中・高校を卒業し、大学はソウルへ進学した。彼は大学に通う中で、草の根の住民活動の重要性を悟った。彼は2015年に緑の党に加入した後、2016年に故郷へ戻り、地域活動を開始した。2018年に安東市議会議員に挑戦したものの、失敗に終わった。

 

彼は安東を離れることなく、住民自治会、地域社会保障協議体、村福祉推進団、自警団、山火事被害住民対策委員会の活動などを行い、現場を守った。彼は2022年に市議会議員に再び挑戦したものの、失敗に終わった。市議会議員選挙に落選した後も、彼はたゆまなく地域活動を継続した。三度目の挑戦である2026年6月3日の地方選挙において、彼は安東市の市議会議員に当選した。彼は緑の党結党14年目にして、初の公職選挙当選者という栄誉を抱くことになった。

 

 

彼の市議会議員当選のニュースは、汝矣島(ヨイド)の政治圏で大きな話題となった。これは、政権与党である民主党すら切り崩せなかった大邱・慶北(テグ・キョンブク)地域で、緑の党という小さな政党所属の若い政治家が当選したためである。市長や国会議員には馴染みのある政党を選びつつ、地域のために働く基礎議員には、党に関係なく地域に密着した人物を選ぶという有権者の交差投票の心理が大きく作用したものとみられる。

 

緑の党では、許氏の当選が巨大二大政党中心の政治独占に亀裂を入れ、地方政治において草の根民主主義が通用することを通じたと評価した。許承奎は「長期的に持続可能な緑の都市・安東を作りたい」とし、「気候危機の時代、緑の地方政府の道を慶北・安東から開いていく」と強調した。

 

次の選挙では、環境先進国であるドイツのように、緑の党に力を与えてくれる有権者が多くなることを期待する。盧武鉉(ノ・ムヒョン)大統領が指摘したように、「目覚めている市民の組織された力」が私の暮らしを変え、世界を変えることができる。次の選挙では、緑の党の地方議会議員はもちろん、緑の党の国会議員が多く誕生することを期待してみる。
