1593년(선조 26년) 임진왜란 당시, 우리 백성들 가운데는 왜군의 포로가 되어 왜군에게 협조하며 살아가는 사람이 적지 않았다. 이에 선조는 백성들이 쉽게 이해할 수 있도록 한글로 담화문을 내렸다.

“서로 권하여 다 나오면 너희에게 특별히 죄를 주지 않을 뿐 아니라 그 가운데 왜적을 잡아 나오거나 왜적이 하는 일을 자세히 알아 나오거나 포로가 된 사람을 많이 데리고 나오거나 해서 어떠하든 공이 있으면 양민과 천민을 막론하고 벼슬도 시킬 것이니 너희는 생심이나 전에 먹고 있던 마음을 먹지 말고 빨리 나와라.”

이처럼 선조는 백성들의 마음을 달래고 의병 활동을 독려하기 위해 나라 문서에 백성들이 쉽게 이해할 수 있으면서도 왜군이 알 수 없는 한글을 썼다. 이 담화문 덕분에 김해수성장 권탁은 왜군 수십 명을 죽이고 포로가 된 백성 백여 명을 구하는 공을 세웠다.

Moreover, if you capture Japanese soldiers or gather information on their actions, or bring back many of the captured people, any merit you gain, whether you are of the common people or the lower class, will be rewarded with an official position. Therefore, do not be misled by past thoughts or actions, but come out swiftly.”

King Seonjo used Hangeul in this proclamation to communicate directly with the people in a language they could easily understand, as opposed to the complex classical Chinese that most people were not familiar with. Hangeul, a script that the Japanese could not understand, proved to be an effective tool for rallying the Korean people, encouraging them to participate in resistance efforts.

Thanks to the rallying call in Hangeul, individuals like Kim Hae-su and Kwon Tak were able to lead successful missions, killing dozens of Japanese soldiers and rescuing more than a hundred captured Koreans. This event highlights how the use of Hangeul helped unify and mobilize the people during a time of national crisis.
